research labs

got a question.
 I understand the principles of ArcNet and the way it works but i have been wondering for a long time why is it that if a player does not have ArcNet that if he is doing research on one planet why can he not build up his labs on a planet that isnt involved in that research?
 the way i see it if he isn't getting the benefits of multiple labs in the research why should I not be able to upgrade a lab on another world that is sitting idle?

Because research provides benefits to all your planets at once, we limit you to do the research only on one planet at a time.
